It is to solve cold cases using “plea-bargaining”, a legal system yet to be introduced in Japan.
One way of plea-bargaining is to mitigate one’s sentence by informing on the main culprit. And the hidden purpose of their unit is to prove the validity of this system. By making full use of this hitherto ‘forbidden method’, the two track down the ultimate mastermind behind a case.
